Stephen is a Partner in Lawrence Graham LLP's planning unit within the Real Estate Department.  He is a specialist planning lawyer and advises both public and private sector clients on all aspects of planning including compulsory purchase, highways, judicial review, infrastructure agreements, appeals and Local Government matters generally.

Stephen has acted as an advocate at numerous planning, CPO and development plan inquiries.

He is a regular speaker at conferences and seminars on a wide range of planning-related matters.



Experience

Sainsbury's – advising on numerous schemes to enable Sainsbury's to maximise their new store and extension programme, including advising on CPO, planning and infrastructure agreement aspects to secure the £70m mixed-use development at Bicester Town Centre, and including defending and promoting judicial review proceedings elsewhere within the country.

Blue Living Limited – advising on successful defence to commons registration application and on subsequent appeal proceedings in respect of application to secure 750 homes and ancillary development on land near Reading, Berkshire.

AXA/Friends Life – Advising on a number of scheme including opposing CPOs and advising on extensive new development incorporating new motorway junction on land near Ashford, Kent.

Legal and General – advising on securing planning permission on a number of schemes, including judicial review proceedings and infrastructure agreements.

Goldcrest Land plc – advising on planning aspects of numerous redevelopment sites including general advice and procuring necessary planning and infrastructure agreements.

Local Authorities – advising a number of public sector clients on such matters as vires, CPO powers, negotiation of planning/infrastructure agreements and general Local Government Law.
