ExpertiseLouise's emphasis is on the consenting, development and financing of infrastructure projects. She is a partner in the firm's ports practice group, with 20 years' experience of advising port operators and authorities on port and terminal projects, financings, development control, statutory orders and public inquiries, harbour regulation and commercial issues and the management of port estates. Louise's focus also encompasses renewables projects, from wind farm developments to energy from waste facilities.
Experience
- Advised a major UK port on its £0.6bn project to develop a deep sea container terminal, including drafting and promoting a harbour revision order, reviewing and advising on the environmental impact assessment and appropriate assessment processes and drafting and negotiating with environmental regulators and others a comprehensive agreement providing for a large-scale habitat creation scheme and wider ecological mitigation and monitoring.
- Advised a municipal port authority in connection with a proposal for the appointment of a private sector operator.
- Acted for a port authority in respect of the development by Helius Energy and by E.ON of major biomass power plants at the port.
- Advised on the development through a joint venture of the £180m Lakeside energy from waste plant.
- Acted for a UK port in connection with the promotion of its project to install wind turbines to supply electricity for use by the port.
- Acted for a major international oil terminal operator on the potential application of permitted development rights, environmental impact assessment and Habitats Regulations protections to upgrading proposals in relation to a terminal site, including preliminary assessments of the magnitude of the potential impacts of the development proposals.
